Windows10でVPN(L2TP)接続ができない

現象

リモートコンピューターと最初にネゴシエートするときに、セイキュリティ層で処理エラーが検出されたため、L2TP接続に失敗しました

環境

  • Windows 10 Pro 17763.402
  • VPN
    • L2TP/IPsec
    • 事前共有キー

原因

必要なサービスが起動していなかった。

対応

  1. Windowsキー + R
  2. ファイル名を指定して実行: services.msc
  3. 2つのサービスを探して起動
    • IPSec Policy Agent
    • IKE and AuthIP IPSec Keying Module
