[追記]
現在ではphx_gen_tailwindをdeps.getして
mix phx.gen.tailwind
を実行するだけで全て設定されます。
基本的にはMix Taskを実行するだけで諸々設定してくれます。
あとはassets/css/app.cssに
assets/css/app.css
@tailwind base;
@tailwind components;
@tailwind utilities;
を追記すれば動くようになります。
