フリーソフトを使わずにPowerShellで割と簡単にできちゃいます
①コマンドプロンプトを開く
②PowerSherllを起動する
powershell
③以下のコマンドを実行する。（「2016/03/26 10:00」に書き換える ）
Set-ItemProperty "フォルダやファイルのパス" -Name LastWriteTime -Value "23/03/2016 10:00"
