本記事では、11月4日~11月5日にかけて韓国で開催されたOpen Source Summit Koreaについてイベント内容とイベントの様子をご紹介します。
Open Source Summit Koreaは、韓国ソウルの江南エリアにあるGrand InterContinental Seoul Parnasにて開催されました。（あの、江南スタイルのエリアです。）私が韓国に滞在した時期は丁度冬のシーズンに向けてイルミネーションなどの飾りつけが始まったころで、毎日仕上がっていく飾りを見ているだけでわくわくしました。

Open Source Summit とは
Open Source Summitとは、The Linux Foundationが主催する技術カンファレンスです。オープンソースに携わる開発者やコミュニティリーダーが参加し、基調講演やブレイクアウトセッションが行なわれます。世界各地で開催され、日本でもOpen Source Summit Japanが12月8日~12月10日に開催されました。
1日目は10:00~16:00ごろまで同会場でOpenSSF Community Dayが開催され、16:30ごろからOpen Source Summit Koreaがスタートするというスケジュールでした。

Co-located event: OpenSSF Community Day Korea
1日目に開催されたOpenSSF Community Day Koreaについても紹介します。OpenSSF Community Dayは、OSSのサプライチェーンセキュリティを改善するためのプロジェクトであるOpenSSFプロジェクトが主催するイベントです。

「ソフトウェアサプライチェーンセキュリティ×AI×OSS」に焦点を当てたセッションが中心でした。
EUのCRAなど国際的な規制強化が進む中、OSSのセキュリティ管理責任（OSS Steward）やSBOMを活用した透明性確保が重要課題、と触れられていました。また、AI/ML分野では、従来のソフトウェア脆弱性の多さや、ライセンス遵守・監査の必要性が指摘され、ModelKit(Kitops)によるAIサプライチェーンの標準化の試みが紹介されました。
OpenSSFの韓国コミュニティではSeoul OpenSSF Meetup Groupを中心に活動しており、定期的なミートアップを通じた情報交換と協力により、韓国のOSSセキュリティの底上げに貢献されているとの紹介がありました。
ちなみに、OpenSSFの日本コミュニティでも年に数回、ミートアップ(リンクは過去のものです)が開催されています。

Open Source Summitの韓国での開催は今年が初めてだったらしく、来年の開催も既に決定しているようです。
主なトピックス
主なトピックスとしては以下になります。期間中は5つの部屋に分かれ、AI、RISC-Vなどの最新技術トレンド中心に、規制によるセキュリティ、ガバナンスの側面もカバーされたセッションが多くありました。

今回は、大盛り上がりだったLinus氏とDirk氏の対談を取り上げます。

Open Source Summit KoreaにはLinus Torvalds氏が参加され、Dirk Hondel氏との対談セッションには多くの人が足を運んでいました。Linus氏は、Linuxは35年以上の歴史を持つプロジェクトだが、「完成したわけではなく、常に進化し続けている」プロジェクトであり、メンテナンスが重要だと強調していました。Rust導入のような新技術も成長の一部とし、AIを新たなツールとして肯定的に捉えつつもプログラマーの役割は残ると述べました。また、最近は気分転換に趣味で電子工作やギターペダルづくりなどを行っているようです。

現地参加してみて感じたこと
KeynoteはAI時代におけるオープンソースの中心的役割に焦点を当てられたセッションが多く、韓国のAI戦略について語る中でAIを国家レベルの重要課題として取り組むことが強調されていたのが印象的でした。今回のOpen Source Summit Koreaのセッションスケジュールを見てもAIに関連するセッションが多く、その熱量がよく分かるかと思います。
Keynoteでも紹介されていましたが、韓国では1999年に設立された韓国オープンソース協会(KOSSA)が、韓国唯一のオープンソース関連団体として20年以上にわたり産官学連携の中心的な役割を担っています。KOSSAは、開発者への継続的な教育と支援を通じて、コミュニティを活性化させ、韓国IT産業全体の競争力向上に貢献しています。さらに、政府の支援を受け、AI関連の翻訳プロジェクトやAIセンターの設立にも積極的に関与しており、オープンソース技術の普及と産業応用を多方面で推進する強力な基盤を構築しています。Open Source Summit Koreaではコミュニティだけでなく産官学それぞれからのKeynoteやセッション参加が多くあり、産官学+オープンソースコミュニティのつながりをより強く感じました。
日本のオープンソースコミュニティでもこの産官学連携が重要な課題になっており、先日のOpen Source Summitでも政府関連機関の方や学術機関の方のセッションがありました。私の所属するコミュニティや企業でも産官学のコラボレーションが進められたらと思います。

是非、Open Source Summitに参加してみてください。現地に赴いて参加することで、直接コミュニティに影響のあるメンバーに話ができたり、自身が携わるプロジェクトについて提案ができたりと、特別な経験をすることができます。今回は、OpenChainのKorea Work Groupの方と交流したり、レセプションパーティー中にKernelメンテナーのGreg氏に声をかけたりすることができました。
Open Source Summitの参加形態はAttendee、Sponsorなど様々ありますが、日本では会場スタッフのボランティアでの参加も募集しているので、初めての参加の方はボランティアとして参加してみるのもおすすめです(筆者の初めての参加は2018年のボランティア参加でした)。

Event Report: Open Source Summit Korea
I am Tomita, a member of the OpenChain Project Japan Working Group.
In this article, I will share the highlights and experience of Open Source Summit Korea, which took place in Seoul, South Korea, from November 4th to 5th.
The event was held at the Grand InterContinental Seoul Parnas in the Gangnam district—yes, the famous "Gangnam Style" area. Since it was right at the start of the winter season, the city was being decorated with beautiful illuminations, and it was exciting to see the festive displays being completed day by day during my stay.

What is Open Source Summit?
Open Source Summit is a premier technical conference hosted by The Linux Foundation. It brings together open-source developers and community leaders for keynotes and breakout sessions. The summit is held globally, including Open Source Summit Japan, which took place from December 8th to 10th.
The schedule was organized so that OpenSSF Community Day ran from 10:00 to 16:00 on the first day, with Open Source Summit Korea officially kicking off around 16:30 at the same venue.

I would also like to mention OpenSSF Community Day Korea. This event is hosted by the OpenSSF Project, which focuses on securing the OSS supply chain.

The sessions primarily centered on the intersection of "Software Supply Chain Security, AI, and OSS."
With international regulations like the EU's CRA tightening, key topics included the responsibilities of OSS Stewards and the importance of transparency through SBOMs. In the AI/ML space, speakers highlighted existing software vulnerabilities and the necessity of license compliance and auditing. I also learned about ModelKit (Kitops), an initiative to standardize the AI supply chain.
The OpenSSF community in Korea is very active, particularly through the Seoul OpenSSF Meetup Group. It was inspiring to hear how they contribute to raising the bar for OSS security in Korea through regular meetups and collaboration.
As a side note, the OpenSSF Japan community also holds meetups several times a year.

This year marked the first Open Source Summit in Korea, and next year’s event has already been confirmed.

The summit featured sessions across five rooms, covering the latest tech trends as well as security and governance from a regulatory standpoint.

One of the most popular sessions was the fireside chat between Linus Torvalds and Dirk Hohndel.

Linus Torvalds attended the summit in person, and his conversation with Dirk Hohndel drew a massive crowd. Linus emphasized that while Linux has over 35 years of history, it is "not finished, but constantly evolving," making ongoing maintenance vital. He views new technologies like Rust as part of that evolution and has a positive outlook on AI as a new tool, though he believes the role of programmers remains essential. On a personal note, he mentioned he’s been enjoying electronics and building guitar pedals as a hobby lately.

My Reflections on the Event
Many keynotes focused on the pivotal role of open source in the AI era. I was particularly struck by how Korea treats AI as a top-tier national priority. You can see this passion reflected in the high number of AI-related sessions in the event schedule.
It was also mentioned that the Korea Open Source Software Association (KOSSA), founded in 1999, has led industry-government-academia collaboration for over 20 years. KOSSA supports developer education and community growth, helping boost the competitiveness of the Korean IT industry. Backed by the government, they are actively involved in AI translation projects and AI centers, creating a robust foundation for OSS application. The summit felt like a true convergence of the open-source community and the "triple helix" of industry, government, and academia.
This kind of cross-sector collaboration is also a key goal for the Japanese open-source community. At our recent summit in Japan, we saw more sessions from government and academic institutions. I hope to help drive more of these collaborations within my own community and company.

Closing Thoughts
I highly encourage you to attend an Open Source Summit if you can. Being there in person allows you to talk directly to community influencers and propose ideas for your own projects. During this trip, I had the chance to connect with members of the OpenChain Korea Working Group and even spoke with Kernel maintainer Greg Kroah-Hartman during the reception.
There are many ways to participate—as an attendee, sponsor, or even a volunteer. In Japan, they often recruit volunteers to help run the event. If you’re new to the scene, volunteering is a fantastic way to start (my first time was as a volunteer in 2018).
