①管理センターにアクセス
https://admin.teams.microsoft.com/
②左ペインから「組織全体の設定」＞「Teams の設定」を選択
https://admin.teams.microsoft.com/company-wide-settings/teams-settings
③「ファイル」の選択肢を全部OFFにする。

OneDriveは制限できなさそう。これどうやるんだろ。。。
