下記のエラーメッセージが表示して起動できませんでした。
could not compile dependency :gettext, "mix compile" failed.
You can recompile this dependency with "mix deps.compile gettext",
update it with "mix deps.update gettext" or clean it with "mix deps.clean gettext"
20.04でElixirのインストールは
https://elixir-lang.org/install.html#gnulinux
によると
sudo apt-get install elixir
で終わりのはず。
Phoenixを起動しようとすると一部ライブラリーが足りないようです。
暫定処理
sudo apt install erlang
これで足りない、erlangを入れます。
（暫定で正式な対応方法がわかってません）
起動できるようになりました。
