普通に操作

windowsキー + R
cmd Enterキー

C:\Users\xxxxx> cd /d D:\新しいフォルダー
D:\新しいフォルダー> type hogehoge.txt

GUI操作

対象フォルダを開く
アドレスバーに「cmd」Enterキー

D:\新しいフォルダー> type hogehoge.txt

備考

コマンドプロンプトじゃなくてpowershellでももちろんOKです。
