Jenkins の MSBuild プラグインのパス設定ではまったので共有。
Jenkins 2.4 では下記の場所で設定できます。
Manage Jenkins -> Global Tool Configuration -> MSBuild
Visual Studio 2017 で指定すべきパス
C:\Program Files (x86)\Microsoft Visual Studio\2017{Edition}\MSBuild\15.0\Bin
