$ pip3 install --upgrade pip

setuptoolsの最新化

• 変化なし

$ pip3 install --upgrade pip setuptools

ライブラリのインストール【私の場合はこれで解決】

• CentOS

$ yum install postgresql-devel

• Debian/Ubuntu

$ apt install libpq-dev

• MacOS

$ brew install postgresql

結果

• インストールできるようになりました。

$ pip3 install -r requirements.txt
