次のようにすると、Proxyサーバ経由で外部と繋がっている環境下でも、brewコマンドが利用できます。
httpで通信をするときは、
http_proxy=http://proxyサーバ名:ポート番号 brew install パッケージ名
httpsで通信するときには、
https_proxy=http://proxyサーバ名:ポート番号 brew install パッケージ名
とします。
