Windowsファイアウォールで穴あけする必要がある。
コントロール パネル\システムとセキュリティ\Windows ファイアウォール\許可されたアプリ
で許可すればOK。
ちなみに、Fiddler初起動時に穴あけするか聞かれるので、それで許可しておけば良い。
