SlowServer は2014年秋頃にドキュメントから削除されている
以前は man torrc にはこういう感じで書かれていた
しかし、今の表記はこうなっている
サーバーのnicknameを意味する表記だったと思われるが、SlowServer で Tor Project の github をソースコードで検索しても出てこない。

消えた時期や意味を見つけるためにマニュアルの変更履歴を追っていると、このコミットで表記が消されていることがわかった。
SlowServer は Tor の "nickname" だったが、今は使われていない仕組み
コミットログには以下のように書かれている。
Authorities are no longer voting on Named, so specifying nodes by
nickname isn't a clever thing to do. (Not that it ever was!) So
remove the documentation that suggests that you should do it.
Additionally, add proper cross-references to our __node__ lists, and
explain about the optional $ before identity digests.
Also, the oxford comma: endorsed by Steven Pinker, my spouse, and my
11th grade English teacher.

すなわち、Tor authorityはnameによるvoteはしていないので、SlowServer指定は意味がないといえる。
これの契機となった issue が !13381 だ。
Changelogにはこう書かれており、nicknameで指定するのは推奨しない皆書かれている。
Stop suggesting that users specify nodes by nickname: it isn't a
good idea. Also, properly cross-reference how to specify nodes
in all parts of the manual for options that take a list of
nodes.
結論
というわけで、現状指定する意味はなく、指定しても挙動は変わらない。
