私の環境では、旧バージョンのprotobufがインストールされていたので、最新版にアップグレードしました。
$ brew update # formula を更新
$ brew upgrade # 更新があるパッケージを再ビルドする
$ brew upgrade protobuf # protobufをアップグレード
$ protoc --version
libprotoc 3.0.0
More than 5 years have passed since last update.
homebrewでprotobufを最新版(3.0.0)にアップグレードする
