Vagrantfileのpublic_networkの設定が機能しない

解決したいこと
Vagrantfileのpublic_networkの設定が外部のユーザーに
適用されません。いろいろな記事やサイト等のように修正しても
機能しません。どのようにすれば機能しますか?
画像はiPhoneで撮ったものです。
あとvagrant upをしたときに下記のコードが出るのですが
これも原因の一つなのでしょうか?
