Vagrantfileのpublic_networkの設定が機能しない

解決したいこと

Vagrantfileのpublic_networkの設定が外部のユーザーに
適用されません。いろいろな記事やサイト等のように修正しても
機能しません。どのようにすれば機能しますか?
画像はiPhoneで撮ったものです。
あとvagrant upをしたときに下記のコードが出るのですが
これも原因の一つなのでしょうか?

自分のパソコンではページを確認することができます。

スクリーンショットを見る感じ4Gと出てるのでキャリア回線と見受けられますが、
接続しようとしているアドレスはプライベートIPなので、物理的に違うネットワークからアクセスすることはできません。グローバルIP経由で接続する必要があります。
(Wifiなどでvagrantを立ち上げているPCと同じネットワークにいればプライベートIPでも接続できます。)

Vagrant Shareという
外部ネットワークに簡単に公開できる仕組みがあるのでそれを利用してみるのが良いと思います。
