サーバーを再起動してますか？？？？
#dockerではない通常開発の場合
dockerなし
control c でサーバー終了
rails s
これでgem反映します。
ということはdockerもサーバーを再起動しなければいけない。
dockerあり
$ docker-compose up
> control c で終了
$ docker-compose run web bundle install
$ docker-compose restart
これで反映されます。

dockerでGemfile(gem追加)更新したら後、データベースが消えた、gemが反映しない
