BobでShift-Jisのファイルを読めますか？

読めます。（推奨はUTF-8エンコード、とされていますけど。）

S-JISファイルをデフォルトで開くと、ファイルをUTF-8エンコードするので、こんな感じになります。

ので、右下の、UTF-8 を目ざとく見つけてクリックすると、

とエンコード指定できるよ、と言われるので、

Japanese Shit Jis を選択します。

無事読めました。
