環境
Windows7 , Visual Studio 2013, node.js 0.12
結論
npm config listで確認してもちゃんとProxyの設定はされているし、なんでだろうと思ったら、
環境変数のhttp_proxyを見てたようです・・・
set http_proxy=http://hoge.hoge:8080
で解決しました。
