yarnでローカルパッケージを入れる場合npmと方法が違うみたいです。
ローカルパッケージ場合 file: とprefix(接頭辞)が必要です。
// yarn 絶対パス
yarn add file:"C:\\mypackage"
// yarn 相対パス
yarn add file:".\..\mypackage"
// package.json
"mypackage": "file:C:\\mypackage"
