##結論から
表題の通りです。
特にreference(https://docs.aws.amazon.com/ja_jp/rekognition/latest/dg/text-detection.html )には書かれていないのですが、デモ画面の結果の右側に英語(米国)のみと書いていますね。
Amazon Textractでも結果は同じ
近いサービスとしてTextractがあるので、ダメ元で試してみた → 結果は同じ
