Command Line Toolsは入っているみたいだが怪しい

$ xcode-select --install
xcode-select: error: command line tools are already installed, use "Software Update" to install updates

手動でインストールすることにする

  • 上のリンクに飛ぶ

  • 下の文字をコピーして

command line tools
  • command + 「F」でページ内検索

xcodeのバージョンに合わせて選択しインストール
