Mac の設定画面を開きます。
一度 Enable Sticky Keys にチェックを入れます。
その後、 Enable Sticky Keys のチェックを外します。
これで解消されました。
環境は、 macOS Mojave Version 10.14 でした。
Chrome でウェブサイト閲覧中、 リンクをクリックして新しくウインドウが開いたところから現象が続いていました。
最初の、 "Enable Sticky Keys" の設定値はオフだったのですが・・・。
