You need to have "Run Reports" permission to view the Reports tab. This permission is not available in standard Partner Portal Profile. So, clone the Partner Portal Profile, assign "Run Reports" permission and assign this profile to the corresponding user.

The both steps I have done for solving the issue are:

1. Clicked on the user's profile that I was running the flow as -> System permission -> Check the 'Field Service Standard' checkbox

2. Clicked on the user's profile that I was running the flow as -> Give View All access on Service Territory
