This will depend entirely on the data format set for the field. If it is set to 'number' then it will only accept numerical characters (0 - 9) and will error out with dashes. If, however, the field was set to 'text' data format, it would accept the dash, numbers, letters... anything, really.
By default, the phone field is set to Text type in Pardot, so you should just be able to edit the field settings within your form and change the data type from number to text.
