　私がやった対処等

①config/database.ymlのencoding:utf8mb4部分の修正
utf8mb4⇨utf8に変更

②（私はこの段階で既にrails db:createしていたためでまだ組み始めたばかりだったため）一旦、rails db:dropでデータベース消去

③
$ rails db:create
$ rails db:migrate
の順で復旧
