リモートで動かしてるJmeterの場合、リモート側のホストにもcsvファイルを置く必要があったらしい。
というわけで一番簡単な解決方法↓
・csv data set configのfilenameにcsvファイル名のみを書く
・リモートjmeter serverのbinフォルダ内にcsvファイルを配置
