つまり、 Maximum rows per second が 1/10 になりました。
- Maximum rows per second: 100,000 rows per second, per table. 1,000,000 rows per second, per project. Exceeding either amount will cause quota_exceeded errors. If your project requires a higher limit, contact support.
+ Maximum rows per second: 10,000 rows per second, per table. 100,000 rows per second, per project. Exceeding either amount will cause quotaExceeded errors.

あんまり話題になってないですが、事前にどこかで告知があったとか、こんなに書き込むプロジェクトが少ないとか、streaming insert 使ってないとか、すでにシャーディング済み当然、みたいな感じなんですかね？
