Drupal7ではデフォルトでjquery.cookieが入っているのですが、なぜか匿名ユーザーの場合に読み込まれていない。。。
drupal_add_library('system', 'jquery.cookie');
moduleなりtplなりで明示的に読み込む必要があるので注意しよう。
