EUDIWの概要を整理してみた

今月はEUDIW、ARF、eIDAS、漠然としかわかっていないので一度整理してみようという月です💪
導入背景や実際の一次文書を読んだことがないので、今月はそちらをベースにざっくり概要を整理、今後もう少し内容を読んでいきたいです！

eIDASとは？

eIDASはEUでのオンライン取引を円滑に行うために、2014年に制定された規則です。
目的は下記の通り。

This Regulation seeks to enhance trust in electronic transactions in the internal market by providing a common foundation for secure electronic interaction between citizens, businesses and public authorities, thereby increasing the effectiveness of public and private online services, electronic business and electronic commerce in the Union.

本規則は、市民、企業及び公的機関間の安全な電子的相互作用のための共通基盤を提供することにより、域内市場における電子取引への信頼を高め、それによって連合における公的・私的オンラインサービス、電子ビジネス及び電子商取引の効果性を向上させることを目的とする。

※元々、電子取引に関してはDirective 1999/93/EC of the European Parliament and of the Councilで定義されていたのですが、国境を越えた包括的な取引をカバーできていませんでした

2014年に制定されたeIDASを改定したのがeIDAS2.0です。
eIDの加盟国間での利用を十分に行えていないということで、現代の市場に合わせて改定されています。
加盟国間での国境を越えた利用が任意ベースで59%となったのも一因ですね。

EUDIWとは？

Architecture and Reference Framework v2.8.0には下記のように定義されています。

The European Digital Identity (EUDI) Wallet is a secure, user-controlled digital application that empowers citizens to manage their official identity and other personal data.

欧州デジタル・アイデンティティ（EUDI）ウォレットは、安全でユーザーが管理できるデジタル・アプリケーションであり、市民が公的な身元情報およびその他の個人データを管理できるようにします。

※前節で紹介したeIDAS2.0では自然人および法人に対するEUDIWの提供について2026年末までに各加盟国が対応するよう義務付けています

European Digital Identity Wallets

For the purpose of ensuring that all natural and legal persons in the Union have secure, trusted and seamless cross-border access to public and private services, while having full control over their data, each Member State shall provide at least one European Digital Identity Wallet within 24 months of the date of entry into force of the implementing acts referred to in paragraph 23 of this Article and in Article 5c(6).

連合内のすべての自然人及び法人が、自らのデータを完全に管理しつつ、公共及び民間サービスへの安全で信頼性が高くシームレスな越境アクセスを確保することを目的として、各加盟国は、本条第23項及び第5c条(6)項に規定する実施法令の発効日から24カ月以内に、少なくとも1つの欧州デジタルIDウォレットを提供しなければならない。

ARFとは？

This EUDI Wallet Architecture and Reference Framework (ARF) defines the architecture, components, and interactions of the EUDI Wallet ecosystem. It provides the technical foundation for ensuring ecosystem-wide interoperability, security, and privacy.

本「EUDI Wallet Architecture and Reference Framework（ARF）」は、EUDIウォレット・エコシステムのアーキテクチャ、構成要素、相互作用を定義し、エコシステム全体の相互運用性・セキュリティ・プライバシーを確保するための技術的基盤を提供します。

つまりARFは技術基盤の提供を目的としているので、法的拘束力はないドキュメントになっていますが、ARFに従うことが法的な要件を満たすことにつながります。

The Architecture and Reference Framework (ARF) is currently in development. To finalise it, the Commission, in collaboration with the European Digital Identity Cooperation Group (EDICG), has identified 24 open items,referred to as topics, that must be addressed and discussed by the end of 2025. The ARF roadmap project outlines these topics and provides a structured timeline for their resolution.
