よく忘れるのでメモ

= f.hidden_field :hoge_id, @hogehoge.id

これだとundefined method `merge' for @hogehoge.id　:integerが帰ってきそうなので

= f.hidden_field :hoge_id, value: @hogehoge_id

明示的にオプションを渡してあげる
