[GitHub]プルリのテンプレート設定方法

トップに .github というディレクトリを作ってその下に設置するのがキレイかもしれない

するとこんな感じで自動で上記ファイルで記載された内容がデフォルトセットされる
とても良いと思います！
プルリのタイトルをタイポしてるけど、気にしません！
