  • IE9以降で発生する様子。

  • 「暗号化されたページをディスクに保存しない」のチェックを外す。
  • OS再起動

Internet Explorer 10 をアンインストールすると Internet Explorer 8 や 9 でダウンロードができない

IEのキャッシュリミットが「ゼロ」と認識しているため何も保存できない、
パッチにてその値を増やす
