resource: the server responded with a status of 403 (Forbidden)

というエラーが出てfirebase emulator のstorage にアクセスできない
→ storageのrulesによって制限がかかっているから

firebase.jsonと同じディレクトリにある storage.rules の allow read , write: if false; の false を true に書き換える

rules_version = '2';

service cloud.firestore {
  match /databases/{database}/documents {
    match /{document=**} {
      allow read, write: if true;
    }
  }
}

これで解決

storage.rulesがない場合は

firebase init storage

でstorageを初期化してください、追加されるはずです
