WPFのWebBrowserコントロールでローカルのPDFを開くとき、
日本語を含むパスの場合は、Navigate()メソッドの引数には、
String型ではなくUri型を渡す。

webBrowser.Navigate(new Uri(path));
文字コードとか考慮してURIエンコードして
String型で渡してもうまくいかなかった、、、
と思ったらちゃんと書いてありました。
