IBM CloudのEメール配信サービス（SendGrid）にはInbound Parse Webhookという機能があり、受信メールをWebhookで飛ばすことができますが、これを使用するには無料プラン（Free Package）またはEnterprise Packageでないとだめということです。
有料でもBasic Packageなどでは設定画面でこのようになります。
