XCode8まではsource controllからnew branchを選択して新しくブランチを作っていたがXCode9からはやり方が変更
Option + 2で Source Control Navigatorを開く。
そして、Branchesから派生させたいブランチを右クリックしてNew Branch from hogehoge で作成可能。
