日本語と英語のお問い合わせが必要だったので調査しました。
Localeを変更したいControllerのinitControllerに以下を追記
$language = \Config\Services::language();
$language->setLocale("en"); //英語
これで
app\Language\en\Validation.phpを見に行ってくれます。
