対象の Activity で下記対応をする

if (isPhone(getApplicationContext())) {
    setRequestedOrientation(ActivityInfo.SCREEN_ORIENTATION_PORTRAIT);
}

...

public static boolean isPhone(Context context) {
    Configuration configuration = context.getResources().getConfiguration();
    if (configuration.smallestScreenWidthDp < 600) {
        return true;
    }
    return false;
}
