Emacs 25.1 以上のようですが。。
- C-x spc で矩形モードに
- 文字列を置き換えたい場合は、置き換えたい個所を選択。挿入したい場合は、選択せずに次へ
- C-x r t で string-rectangle mode に。ミニバッファに挿入したい文字列を入力
