Horizon Agent側（Win2012R2)に下記レジストリ設定し、Horizon Agent側OSを再起動をする事で回避できるようです。

Horizon Agent側で、 HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard\IgnoreRemoteKeyboardLayout を REG_DWORD で作成し、値を 1 に設定
- OSを再起動
