今回の場合はSalesforce Commerce CloudでのOAuthLoginFlowMgr.finalizeOAuthLogin()が返した値の中身(accessTokenResponse/userInfoResponse)が空だった
Salesforce側で当該ユーザのログイン履歴を確認すると、ブラウザでのログイン直後のアクセスが「制限されているIP」という状況になっていたので、そのアクセス元IPを当該ユーザのプロファイルの許可IPに追加した
