例: urlは必須ではなく、入力された場合のみ実行したい

方法: nullableをつける

public function rules()
{
    return [
        ....
        'url' => 'nullable|url|max:255',
    ];
}

public function messages()
{
    return [
        ....
        'url.max'  => ':urlの形式で入力してください',
    ];
}
