FlutterがAndroidエミュレータのAPI Level 16から18で動作しない(実機は動く)

こんな感じのエラーがでる。

[ERROR:flutter/shell/gpu/gpu_surface_gl.cc(43)] Failed to setup Skia Gr context.

関連しそうなIssuesは以下のあたり。

コメントで、グラフィックの設定を「Hardware - GLES 2.0」にしたら動いたともあるが、自分の環境ではダメだった。
