先人がいますが、もう少し簡単にできたので
1.ヘッダーの「＋」からImport repositoryを選択
2.forkしたいリポジトリのURLを入れる
これだけ。正確にはforkにはなっておらず、
「forked from hoge/hogehoge」とかは出ない模様
