ルートCA証明書の更新をすれば解決するかもしれません。
$ yum update ca-certificates
curlやJenkinsなどからhttpsなサイトにアクセスできないというトラブルを数件見ていますが、どちらもこれで解決しました。
意外と情報が載っていないのでQiitaに投稿しておきます。
過去に証明書を下手に書き換えちゃったことが疑われる場合は、updateではなくreinstallしましょう。
