などと言われて、ビルドが落ちたときは、ADB を使うようなソフト（Oculus Developper Hub など）を別で起動していないか確認しましょう。開いてたら終了させましょう。それでもダメならタスクマネージャーからも確認しましょう。

repositories.cfg could not be loaded.

あと、この警告が出たら、同名の空ファイルを作れば OK
