VPC の[サブネット]から[自動割り当てIP設定の変更]

[IPv4 の自動割り当て パブリック IPv4 アドレスの自動割り当てを有効にする]にチェックする。

ここにチェックを入れないと、

にしても、IPv4 パブリック IPが以下のとおり割り当てられない。

チェックを入れ、

にすると、IPv4 パブリックが割り当てられる。
