はまったのでメモ。

解消方法

config.ymlで --project でプロジェクト名を指定すれば良い。

      - run:
          name: deploy to Firebase Hosting
          command: ./node_modules/.bin/firebase deploy --token=$FIREBASE_TOKEN

↓へ修正

      - run:
          name: deploy to Firebase Hosting
          command: ./node_modules/.bin/firebase deploy --project hello-world --token=$FIREBASE_TOKEN
