結論からいうとAWS認定アカウントを統合する方法は、AWSサポートから
リクエストを送る必要があります。
手順を以下に紹介します。
①. 下記URLからAWSの認定チームへ問い合わせを行います。

個人情報を記載の上、
問い合わせの本文は英語にて問い合わせした方がよいです。
簡単な英語でよりので翻訳機能を使って送ってしまいましょう。
（私も他のサイトを参考に以下のように送りました。）
I want to migrate my AWS certificate.
Since I used to be an APN partner, I used to log in from the APN portal. The APN account is <APNのアカウント番号>.
The login address is <旧アカウントのログインアドレス>.
→私の場合は6時間程で返信がきました。
アメリカの方が担当しているのか返信は日本時間の夜中でした。
②. 確認依頼メールが届くので回答する
文面は人によって違いますが、以下のような返信が届きました。
アカウントをマージするけど、問題ない？問題なければマージします。
とのことなので、問題なしと回答しました。

Please review the information below and then respond with your confirmation. We'll proceed with the account merge after we receive your confirmation.
Account #1
- Login email: 旧アカウントのログインアドレス
- Training notification email: 旧アカウントのログインアドレス
- Certification notification email: 旧アカウントのログインアドレス
Account #2
- Login email: 新アカウントのログインアドレス
- Training notification email: 新アカウントのログインアドレス
- Certification notification email: 新アカウントのログインアドレス
I will be merging the above accounts into Account #2. Once I complete the merge, your account details will become:

- マージされたのを待つ
返信後、数時間待つと「アカウントマージしたよ」との連絡がきました。
連絡後がきた後、実際に自分でログインしたマージできていれば、手続き完了です。
英語でやり取りするのが若干苦労しますが、片言の英語でもしっかり対応していくので
Google翻訳とかを使っていきましょう。
