postgresコンテナの ja_JP.UTF8 が有効になってないので、コンテナ内で
localedef -i ja_JP -c -f UTF-8 -A /usr/share/locale/locale.alias ja_JP.UTF-8
su postgres
pg_ctl restart
コンテナが一旦停止するので、
docker start ${container_id}
