ペイパルのsandboxでアカウント作成時に金額を最大で$9,999を指定できますが、様々なテストを行っていると残高が減ってきます。
これをアカウント管理画面で追加させることはできませんが、もう一つのアカウントを作って送金して補充することができます。
また、JPアカウントですと１回あたりの送金額の制限がありますので、USビジネスアカウントを作成することをお勧めします。$10,000,000までは送金テストできました。
